Its commonly believed that Tails was intended to be the Guardian of the master emerald,
but there are little explainations as to why he is not. One such theory is that he was either
"too cute", or was designed to be a "cute character", and the Guardian role didnt work.
If you look at Knuckles, who is the Guardian, he is a tough type character that fits the Guardian role,
whereas Tails doesn't.

Also, it may be plausible that, in Mystic Cave Zone, according to the American (Genesis) manual,
Robotnik is "digging for emeralds" (explains the digger boss).
In HPZ, he may have actually dug through, despite sonics' efforts,
and tails tries to stop him (as the guardian). This explains the tails box and the lift.
However, since tails is NOT guardian material, and the stereotypical gamer of the time was more
interested in "coolness" than story, tails was turned into a lovable but cool, fast sidekick.
tails MAY have originally been not as fast as sonic, and this changed due to the publics' desire
of sonic being fast. (explain how Tails, Knux, Amy AND Cream are all as fast as sonic !@_@)

This theory mainly deals with how Sega had to deal with an expectation of youths at the time,
due to the lack of "real gamers".
Now, however, there are MANY more "real gamers" that appreciate the true story and effort put into games.
